Los Angeles Housing Authority Confirms Ransomware Attack

Raising Alarm Over Public Sector Security

The Housing Authority of the City of Los Angeles (HACLA) recently confirmed a data breach after the Cactus ransomware group claimed responsibility and leaked portions of stolen data. The incident highlights growing concerns about the vulnerability of critical public service agencies to ransomware attacks.

The breach came to light when Cactus ransomware operators released a sample of what they allege to be sensitive data from HACLA’s systems, including personal information, database backups, and financial records. The group claimed on its dark web site that it obtained 861 GB of HACLA’s data, raising serious questions about the security protocols at the agency.

In response to the breach, HACLA issued a statement saying, “We’ve been affected by an attack on our IT network. As soon as we became aware, we hired external forensic IT specialists to assist in investigating and responding to the incident. Our systems remain operational, and we’re following expert guidance to ensure we continue delivering essential services to low-income and vulnerable communities in Los Angeles.” Despite the breach, HACLA affirmed its commitment to serving residents, a mission that has defined the agency since it was founded in 1938.

This attack marks HACLA’s second encounter with ransomware in under a year. In December 2022, the agency faced a similar breach by the LockBit ransomware group, which also led to sensitive data exposure, including personally identifiable information (PII) of residents and staff. That incident spurred an extended investigation and revealed vulnerabilities that may still pose risks for the agency.

Cybersecurity experts warn that public agencies like HACLA, which manage large volumes of sensitive data and deliver essential services, are frequent targets of ransomware groups. Akhil Mittal, a cybersecurity analyst at Black Duck, explains, “Agencies managing critical data and services for vulnerable communities are prime targets. Cybercriminals understand the pressure these organizations face to restore operations quickly, often pushing them toward ransom payments just to get systems back online.”

This wave of ransomware attacks on public housing authorities doesn’t stop with HACLA. Recently, the Meow ransomware group claimed to have targeted the Houston Housing Authority (HHA) in a similar attack. While this claim remains unverified, it underscores the persistent risk faced by public sector organizations, which continue to be in the crosshairs of cybercriminals.
